I have the honour to refer to Your
Lordship's despatch No.107 of 9th April, 1950, approving
of the arrangements for the transfer to the service of
26086 this Government of Dr. R. B. Jackson and Mr. M. R. Deb.

The terms on which such employment was
offered are set out in Sir C. Clementi's letter No. 1
in 3515/1925 of 11th December, 1929, which formed the
second enclosure of Mr. Southorn's despatch No.103 of
24th February, 1930.

In view of the specific nature of the
offer as regards conversion rates irrespective of the
recommendations of the Salaries Commission it was not
considered possible to treat these officers in the
same way as other sterling paid officers when it was
decided, in view of the drop in exchange, to postpone
the general application of that Commission's recommenda-
tion regarding the High Cost of Living Allorance, as
reported in the second paragraph of my confidential
despatch of 4th July, 1930.

The situation has become further
complicated by the subsequent decision regarding
sterling conversion to which the correspondence ending
87944ith my confidential despatch of 30th January refers,

as a result of which these two officers, if granted
the full dollar equivalent of their sterling salaries,
with a High Cost of Living Allowance in addition, would
draw a much greater dollar salary at the present rate
of exchange than officers whose sterling salaries appear considerably higher than their own.

I shall be glad of a ruling as to the propriety of including Dr. Jackson and Mr. Deb in the category of "sterling paid officers" for this purpose in disregard of the specific terms of the letter quoted
in my second paragraph.
